Stakeholder Engagement and Communication Plan

  • Executives: Regular presentations at WACTC-Tech Committee. Optional presentations at WACTC. Targeted emails at key milestones 
  • Commissions and Councils: Invitation-based virtual presentations covering progress updates and plan developments. 
  • ctcLink College Collaboration Group (cCCG): Regular presentations and engagement of College Leaders. 
  • Subject Matter Experts (SMEs): Regular communications and engagement of SMEs for each process 
  • Surveys and Websites: We will produce surveys for engagement and direction, including Process Alignment Suggestion Box and Bright Ideas. Reference Center section with Overview, Task Force related efforts, and Progress Dashboards. 

Alignment Objectives and Success Metrics

  • Alignment enforcement is out of scope for the Process Alignment Workgroup (PAW).  Responsibility and accountability for alignment resides with the WACTC Presidents and Chancellors. 
  • Develop a best practice model that aligns with ctcLink guiding principles and ctcLink system requirements, ensuring each process has a tailored best practice framework to promote adoption and alignment. 
  • Success Metrics:
    • Implementing a best practice model as defined in the findings and recommendations of the PA task force and based on an 80% approval vote from engaged colleges. 
    • Alignment (adoption of the best practice model) may be achieved over time. 
    • Other success metrics will be defined by the stakeholders of a particular process alignment effort. 

Utilization and Alignment Assessment and Reinforcement

  • Utilization and Alignment Data: The colleges will be given an appropriate amount of time to adopt alignment.  Before and during this time, PAW will periodically gather college utilization data to show progress with alignment.  Data will be delivered on a comparative alignment dashboard based on system utilization. 
  • Reinforcement: When PA is completed, a best practice model is approved, and colleges have been given an opportunity to align, SBCTC ctcLink support will be the judge of who is following alignment and if necessary, will report the issue to the local college president and college leader. 

Change Implementation, UAT Testing, and Feedback Collection

  • Enhancement Requests (ERs): All Process Alignment (PA) related ERs will follow the ER process as previously established which includes following the ctcLink guiding principles for system change.  
  • Other changes: All other changes to training, the Reference Center, or support methodology will be vetted and delivered by the appropriate support agency group. 
  • UAT Testing: Before approval, colleges will be given the opportunity to test the new best practice model to drive an informed vote. 
  • Working Group Review: The working group will review the approved process changes for feasibility. 
  • Feedback Collection: Feedback will be collected at key points along the path, reviewed by the task force and adjustments will be made if deemed necessary. 

Knowledge Management and Documentation

  • Knowledge Base: During the PA project, we will create documentation of aligned processes, decisions made, lessons learned, key findings and recommendations to support and guide ongoing alignment efforts. 

Resource Allocation and Support Structures

  • Personnel: The people needed to produce the work of alignment will come from college volunteers, including SMEs and SBCTC staff as assigned. 
  • Timeframe: The timeframe for proper analysis, best practice establishment, and adoption/alignment will vary depending on the complexity of the process and the work needed by each college to align. 
  • Tools and Resources: These will come from two areas: 
    • SBCTC provided tools for PAW-related work including, but not limited to, the ctcLink Reference Center, MS-Teams, Communications. 
    • cCCG will enhance the toolkit by providing specialized tools for cCCG specific functions, including but not limited to dashboards, voting, and more.
