Structure At-a-Glance
The Process Alignment (PA) Task Force is at the heart of the process alignment effort. More than one PA Task Force may be underway at the same time.
Process Alignment Subgroups focus on different areas to support the PA Task Force.
The Process Alignment Workgroup (PAW) guides and supports the Process Alignment (PA) Task Force and Subgroups.
SBCTC Support team members serve in advisory and coordinating roles.
Governance & College Stakeholders enable the work, provide direction and assume responsibility for alignment.

PA Structure Descriptions
Each process alignment will have a different task force comprised of:
Subject Matter Experts (SMEs)
Approximately nine college SMEs for the process being reviewed. PAW seeks a balance of large vs. small, community vs. technical colleges, and colleges using the process vs. those that are not.
Task Force Lead
Skilled in guiding, uniting, and driving desired outcomes, but is not a process SME.
Task Force Liaison
Works with the Task Force Lead to resolve conflicts, keep the task force focused, and pull in resources as needed.
Task Force Coordinator
Captures minutes and artifacts for the taskforce.
Task Force Functional Analyst(s)
One or two members of the ctcLink Customer Support Team who will guide and help define possibilities.
Each subgroup aims for balanced membership of college and SBCTC resources:
Accessibility
- Resources with an accessibility skillset who are also members of PAW.
- While each group is responsible for providing accessible communications and materials, the accessibility subgroup is our check to make certain we are delivering accessible resources.
Communications
- Resources with a communications skillset who are also members of PAW.
- This subgroup performs the final check on communications for clarity, spelling, grammar and conciseness.
Data
- Resources with a ctcLink data and reporting skillset who are also members of PAW.
- This subgroup is responsible for gathering data for task force review and overall project information.
Organizational Change Management (OCM)
- Resources with an OCM skillset who are also members of PAW.
- This subgroup is responsible for creating and implementing change management methods and resources for alignment. They assist colleges with alignment.
Structure
- Members have technology tools and resources skillsets and are also members of PAW.
- This subgroup is responsible for creating, delivering, and managing the project tools and templates. They also assist PAW members with any access issues.
College and SBCTC representatives
- This group of individuals discuss, propose and refine the PA methodology. This group also works closely with each taskforce in the form of subgroups to support and provide resources and information. PAW reports to cCCG. PAW is NOT responsible for alignment.
PAW Lead
- The PAW Lead is overall leader of the PA effort as assigned by cCCG.
- Manages executive, council/commission, and cCCG communication about the overall PA progress.
- Is responsible for maintaining the vision and direction of the effort with input from many sources.
- In the spirit of progress without delay, the PAW Lead is empowered to make decisions to move the project forward. Those decisions will be reviewed by PAW Leadership. The PAW will be notified and have the opportunity to suggest corrective changes.
PAW Leadership
- Consists of PAW Lead, two members of cCCG leadership, any in-flight task force leads, SBCTC CIO, Director of ctcLink customer support, director of the ctcLink PMO, and the SBCTC IT Communications Manager.
- Manages conflict resolution and advises on overall project direction. Develops strategic direction and supports the overall process. The PAW Lead is the final arbiter of decisions.
Members of several SBCTC IT Division and ctcLink Support teams serve on PAW and PA taskforce subgroups.
ctcLink Customer Support
This is the SBCTC support division that provides customer support to the colleges for ctcLink.
They provide direct related support as members of the task forces to guide and to shape better outcomes for a best practice model.
Data Services
Provides data support, reporting, and resources to the colleges for ctcLink.
They provide data and information support to the alignment task forces, ensuring proper reporting and data outcomes. They are also responsible for providing data sets for the task force to analyze.
The Data Services ctcLink Reporting Team will assist with the modification and/or creation of any needed queries or reports used by the business process.
Application Services
Provides system-wide application support and resources for ctcLink and other technologies.
They provide implementation support for any agreed-upon ctcLink configuration changes which emerge from process alignment efforts.
Project Management Office
The SBCTC Project Management team supports project management activities for ctcLink and related IT initiatives, including PAW.
Technology Innovation
This team supports IT initiatives in the SBCTC IT Division, including encouraging technology utilization and process improvement initiatives such as accessibility and PAW.
Washington Association of Community and Technical Colleges (WACTC)
The statewide executive body consisting of the chancellors and presidents of all member colleges. They provide high-level guidance and direction in support of process alignment and are responsible for alignment at their colleges.
WACTC Technology Committee (WACTC-Tech)
The WACTC Technology subcommittee, which enables the process alignment activities, providing direct guidance and a reporting structure.
Strategic Technology Advisory Committee (STAC)
A college and SBCTC subcommittee of WACTC Technology Committee.
STAC provides guidance and authority to the Process Alignment Workgroup (PAW).
ctcLink College Collaboration Group (cCCG)
Consists of the primary ctcLink College Leader from each college and SBCTC, as well as pillar leads, business analysts, and subject matter experts (SMEs).
Supports and advises PAW. Its voting members (ctcLink College Leaders) approve and define the work of PAW.
ctcLink college leaders are appointed by college presidents, chancellors, and SBCTC executive director to take findings and recommendations back to their campuses or staff for review and user acceptance testing.
The group reports to the Strategic Technology Advisory Committee (STAC).
ctcLink Working Group
The final voice deciding the feasibility of the approved recommendations and findings. They will review each change separately and determine the impact to the overall system vs. impact to colleges.
Commissions & Councils
Systemwide, pillar-specific input and feedback are requested throughout the lifespan of each taskforce.
ctcLink End-Users
End-users have an opportunity to engage via surveys, user acceptance testing, suggestion boxes, and more.
