Simulate Federal Methodology (FM)
Purpose: Use this document as a reference on how to proceed through the Federal Methodology Simulation in ctcLink.
Audience: Financial Aid staff.
Use the Simulate FM page as a worksheet to create different need analysis SAI scenarios before committing the calculation for Need Analysis. This process is helpful when using Professional Judgments that result in SAI change. The Get Federal Data process retrieves information from the Correct ISIR Records page and Federal Extension page.
You must have at least one of these local college managed security roles:
- ZC FA Local Configuration
- ZD FA ISIR Imports
- ZD FA Local Configuration
- ZZ FA ISIR Imports
- ZZ FA ISIR Processor
If you need assistance with the above security roles, please contact your local college supervisor or IT Admin to request role access.
FM Simulation
Note: Beginning with the 2024/2025 AY, the SAI replaces the EFC.
Note: There are no corrections in ctcLink in the 24/25, 25/26, and 26/27 AYs (until further notice) due to Oracle-delivered issues related to the FAFSA Simplification from 24/25 - see the Known Issues QRG - Oracle-Delivered Known Issues - No Batch Corrections.
Workaround: Simulate FM can be used but cannot be processed through ctcLink in a correction. The Simulate FM SAI may not be accurate due to Known Issues from the FAFSA Simplification (see above-linked Known Issues QRG).
This QRG can be used when the Oracle-Delivered Known Issue has been resolved.
Simulate FM
Navigation: Financial Aid > Federal Application Data > Simulate FM
- The FM Simulation search page displays. Enter the:
- ID
- Academic Institution
- Aid Year
- Select the Search button.
- The Student Information tab displays.
- Select Get Federal Data to copy the student's latest ISIR data to this page. The Student Income/Assets tab will refresh.
- The Student Income/Assets tab re-displays, now populated with data from the student's ISIR.
- Use the Student Financial Information group box to change income and asset values prior to SAI calculation.
- Select any of the fields available to make adjustments to simulate a case-by-case basis Special Circumstances or Professional Judgment request.
- Select the Calc SAI button to recalculate the SAI.
- The Student Information tab refreshes and shows the updated SAI.
- Optional - Select the Use Simulated Data button to move the simulated data into the Correct ISIR Records page.
- A confirmation Message box appears.
- Read it, then select Yes.
If you choose to move the simulated data into the Correct ISIR Records page, follow the steps through to ensure the correction gets picked up in the batch outbound correction process.

Optional - Send Correction on FM Simulation
This section demonstrates how to verify and update the correction status, by opening up a new browser window and navigate to the FAFSA Information page in the ISIR Data Corrections component.
- The Student Information tab is displayed from prior section.
- Select the New Window link in top right of screen. The new window displays.
You must have at least one of these local college managed security roles:
- ZZ FA ISIR Corrections
If you need assistance with the above security roles, please contact your local college supervisor or IT Admin to request role access.
- On the New Window tab, navigate to the Correct ISIR Records page.
- Navigation: Financial Aid > Federal Application Data > Correct ISIR records
- The Student Information tab displays.
- Select the drop-down menu on the Correction Status field. Ensure that the Correction Status field is set to Send Correction(s).
- Select the Save button.
- The process to run the Need Analysis simulation is now complete.
- End of procedure.
