Add/Edit Clean Buildings Reporting Records

Purpose: guidance on recording relevant compliance and reporting information for buildings affected by the Clean Buildings Performance Standard.

Audience: Facilities data administrators and managers.

The Clean Buildings Performance Standard affects all commercial buildings greater than 20,000 gross square feet, plus all buildings connected to a state-owned campus district energy system and, for those colleges choosing this compliance path, all buildings located on a campus (contiguous property under the same ownership).

Compliance reporting for the Clean Buildings Performance Standard is managed through a database, the Clean Buildings Portal, managed by the Department of Commerce. That database relies upon Commerce assigned building ID's, relevant sections of the standard, a selected compliance pathway, and Energy Star Portfolio Manager property ID's relevant to the building compliance report structure. Since compliance reporting is scheduled for 5-year cycles, it will be easy to lose track of past report details and there's value in ensuring that the information is centrally located and available for future reporting cycles.

Building owners define building and group (connected buildings, district energy system, or campus) names. Commerce assigns a "WA Building ID" to each building and group, which are formatted as County Name plus a number (i.e. KING1234).

New data fields have been developed in DirectLine to track the critical details. They may be found on the CBPS tab of the Building entry screen.

It's best to enter the following information after the first compliance report(s) have been filed, since some details won't be clearly defined until that point.

CBPS information should reflect the most recent compliance cycle.

  • CBPS Tier (drop down selection, some buildings may also be part of a Group)
    • 1A - greater than 220,000 gross square feet
    • 1B - 90,001 to 220,000 gross square feet
    • 1C - 50,001 to 90,000 gross square feet
    • 2 - 20,001 to 50,000 gross square feet
    • Grouped - included as a "connected building", on a "campus district energy system", or as part of a "campus".
  • Exemption - if the building qualifies for an exemption, select the appropriate category.
  • Grouped Building Identifier - the Commerce-assigned ID for a group that includes this building
  • District Energy Group Name - the owner defined name, as registered with Commerce
  • Campus Group Name - owner-defined name as registered with Commerce
  • Building Complex Name - owner-defined name as registered with Commerce
  • Energy Star Portfolio Manager Account ID - the building's Property ID #
  • Energy Star Portfolio Manager Parent Name - Parent property name (if applicable)
  • Energy Star Portfolio Manager Parent ID - Parent Property ID #
  • Commerce ID - the WA Building ID assigned by Commerce in the Clean Buildings Portal
