Data Management Systems of Record

Purpose: A summary overview of facilities-related data management and databases used for college, CTC system, and external reporting purposes.

Audience: Facilities Directors and staff tasked with internal data management and/or external compliance reporting. 

Colleges are responsible for maintaining and reporting a wide variety of data for multiple operational, assessment, and compliance purposes. The following overview provides general information on the data and databases relevant to facilities operations and maintenance. While many of these databases contain the same type of information, each has a different purpose and there’s very little direct connection between them. As a result, college staff must understand the data management standards and requirements for each database to keep them current.

Most data updates will be linked to building sales or demolition, new capital construction, major renovations, and equipment replacement or repairs. Compliance reporting cycles also trigger the schedules for critical updates.

Megamation DirectLine

ctcLink Reference Center: Megamation (Software)

PurposeThe college's database of record for physical assets, spaces, and equipment. DirectLine is also your work order system for maintenance records, along with multiple other purposeful inventory and records modules.
UsersCollege Facilities and Business Office, plus State Board staff.
Data

STATIC: Owned and leased assets; sites, infrastructure, buildings, rooms, building equipment, vehicles, etc., plus preventative maintenance tasks and schedules.

 

DYNAMIC: Portable equipment, work order requests, and maintenance records.

Necessary Updates
  • Add new buildings, leases, sites, fixed and portable equipment.
  • Change the status of buildings, leases, and other assets that are sold, surplused, demolished, renovated, or replaced.
  • Update room/space names, use codes, and floor areas after renovations.
  • Add, update, and close work orders.
  • Add or update PM tasks when equipment is removed or replaced.
Data Overlap

DirectLine should be your gold standard reference for all owned and leased assets and maintenance histories.

 

The data tracked in DirectLine overlaps with all other system-wide and external reporting databases. Since Facilities crews work in DirectLine every week, and only occasionally work in the other databases, DL is your best tool for maintaining accurate records for reference when needed.

ctcLink Reference Center: 25Live (Software)

PurposeFor scheduling academic classes and campus events in schedulable locations. This schedule may also integrate with room or zone-level HVAC operational controls.
UsersInternal college facilities and program staff.
Data

Static = Assignable rooms and spaces.

 

Dynamic = Class or event schedules.

Necessary UpdatesLocations must be updated after any new construction or building renovations that change existing locations or add new spaces. 
Data Overlap

Location data in 25Live should be a subset of that maintained in DirectLine. Updates should be made in DirectLine, then communicated to the 25Live administrator so similar changes can occur in 25Live.

 

25Live room data may also need to align with building HVAC control systems in locations where schedule to control integration software is in service.

Notes

25Live includes schedulable spaces such as classrooms, conference rooms, lab space, multipurpose rooms, athletic related locations and miscellaneous event space such as lounges and public gathering locations.  It may or may not include office and support spaces. It will typically not include mechanical rooms, closets, and circulation space.

 

25Live also overlaps with ctcLink-Campus Solutions where academic schedules are managed.

ctcLink Reference Center: FIN – Asset Management

PurposeMulti-layered, system-wide database to support academic, financial, and student service operational functions.
UsersCollege and SBCTC staff.
DataBroadly encompassing. The most relevant to Facilities operations are the business office records of depreciable assets. 
Necessary UpdatesNew acquisition or disposal of physical assets, managed by business office staff who may need input from Facilities or Capital project staff.
Data OverlapBuildings, land, and other physical assets that are also tracked in Megamation DirectLine.
NotesDepreciable asset data was tracked in Megamation DirectLine for several years before the new PeopleSoft system was implemented. Some colleges still have an active overlap of depreciable asset records between the two databases.

CapTrack

PurposeList of active capital project fund allocations and authorities - majors, minors, grants, and local projects.
UsersSBCTC Capital Budget staff, College Facilities Project managers, and Business Office staff.
Data

Static (biennial): Funds, Project #’s, Purpose, Allocations

 

Dynamic: Project schedules, adjustments, and completion

Necessary Updates

SBCTC updates allocation amounts.

 

College staff update project schedules.

Data OverlapProject descriptions will frequently reference building(s) and their UFI (Unique Facility ID) which is assigned in FPMT by OFM and recorded in Megamation DirectLine.
Notes

Project schedule details and updates/changes should be maintained in CapTrack.

 

Project funding may be adjusted within the boundaries established for capital funds. Fund transfers between minor work projects, or reallocating funding to a new project can be submitted to SBCTC via this tool . All transfer requests will be reviewed and decided within 10 business days.

PurposeWashington State's official record of all owned and leased facilities; FPMT is managed by the Office of Financial Management (OFM).
UsersCollege, SBCTC, and OFM staff
Data

Static: Facilities details including ownership, location, size, dates of construction and occupancy, and much more. (Facilities are a structure with a roof, permanent foundation, and at least one wall.)

 

Dynamic: Changes of ownership, gross square feet, and building condition scores. 

Necessary UpdatesEvery new facility, change in facility ownership, and/or significant renovations that change the facility size, and/or changes in use (i.e. from the college to an assignable lease). 
Data OverlapNearly all the data in FPMT is tracked in DirectLine. This practice allows the State Board to perform system-wide analyses and ensures that college staff have an active internal record for reference when updates are required.
Notes

All state agencies are responsible for providing updates as changes occur, and confirming that updates are current every spring, prior to OFM’s annual facilities report.

 

Building condition scores are updated biennially by the SBCTC after each system-wide Facility Condition Survey.

Energy Star Portfolio Manager (ESPM)

PurposeTrack building energy consumption and calculate energy use intensities, and other metrics if so configured.
UsersCollege and SBCTC staff, Dept of Commerce, Dept of Enterprise Services
Data

Static: Building name, location, gross floor area, all energy meters

 

Dynamic: Monthly/Annual energy consumption data (and production, where relevant).

Necessary UpdatesChanges of building status (new construction, sale, or demolition) and gross floor areas. Monthly energy consumption data, annual/biennial reports. Changes to energy meters or service types, added solar PV.
Data OverlapBuilding entries should mirror the active inventory in DirectLine and FPMT.
Notes

When gross square footage doesn’t match gross floor area (conditioned space), there are dedicated fields in DirectLine to track that information.

 

Many utilities offer automated energy meter data uploads, which simplifies the data management, but colleges must still practice regular quality assurance checks, since those automated services do occasionally fail.

 

ESPM is required for Clean Buildings Performance Standard compliance, State Agency Energy Benchmarking reporting, and Seattle’s Energy Benchmarking.

Clean Buildings Portal

PurposeThe official record and compliance reporting platform for the Clean Buildings Performance Standard.
UsersCollege and SBCTC staff, designated reporters, and Commerce’s Clean Buildings compliance team.
DataBuilding names, Commerce-assigned IDs, addresses, owners, county parcel number, gross conditioned space, ESPM property ID, compliance details, forms, and reports.
Necessary UpdatesAny changes of ownership, size, use/purpose, ESPM property ID, and Clean Buildings compliance reporting.
Data OverlapSince reporting is scheduled on 5-year cycles, DirectLine has been configured to record the relevant critical information for college-owned buildings, and updates to the CB Portal should be drawn from there.
NotesPortal access requires a Secure Access Washington (SAW) account and a Clean Buildings user account.
PurposeCompliance registration and reporting on WA State’s Refrigerant Management Program.
UsersDept of Ecology, Facilities staff and/or designated reporters.
DataInventory by location of all refrigerant-containing systems with greater than 50 pounds charge of a refrigerant with a Global Warming Potential greater than 150.
Necessary UpdatesWhenever refrigerant-containing systems are repaired, recharged, replaced, or installed. Annual leak inspection reports, more frequent requirements for larger systems.
Data Overlap

Much of this data can be kept in the DirectLine fixed asset inventory, but a special protocol must be established to add the details required for RAMP reports. Some colleges have opted to use a dedicated spreadsheet instead.

 

Ecology’s RMP rules require on-site data records as well as reporting through RAMP.

NotesRAMP is also accessed through Secure Access Washington (SAW). A single, personal SAW account may be used to access RAMP, the Clean Buildings Portal, and other special purpose state databases. 

Seattle Building and Energy Portal

PurposeCompliance registration and reporting for the City of Seattle's building energy codes.
UsersCity of Seattle, Facilities staff and/or designated reporters.
DataBuilding location and size details, energy consumption and greenhouse gas emissions as reported through Energy Star Portfolio Manager.
Necessary Updates

Annual reporting cycle data is drawn from Energy Star Portfolio Manager, so focus on keeping that current.

 

New buildings, change of ownership, or demolitions, as well as any renovations that change the gross floor area (conditioned space) will trigger updates to Seattle’s records.

Data OverlapBuilding location, name, and size. Gross floor area should align with the gross conditioned floor area defined for the Clean Buildings Performance Standard, though not necessarily with the gross square footage recorded in FPMT. There are some nuanced differences between the definitions that should be reviewed for each building.
NotesParticipation is limited to the three Seattle Colleges.
