Being an Authorized Expense User Explained

Purpose: Use this document as a reference on how to be an Authorized Expenses User in PeopleSoft Expenses.

Audience: Employees.

You must have at least one of these local college managed security roles:

  • ZZ PeopleSoft User

An Authorized Expense User, also known as a Delegate or Proxy for Entry Authority (this is different than being a Proxy or Delegate for Approval Authority), is a designated person in PeopleSoft who can view, edit, and possibly submit Expense Reports, Cash Advances or Travel Authorizations on behalf of another employee. 

If you need to be an Authorized Expense User for another employee and are not currently setup, you have two options:

  1. Contact your local Travel Administrator and ask them to add you as an Authorized Expense User for a particular employee. Add Authorized Expense Users QRG.
  2. Contact the Employee/Traveler and ask them to add you to their Delegate Entry Authority page. Delegate Entry Authority QRG.

Depending on your Local Business Practices, the access given to an Authorized Expense User (Proxy, Delegate), will be one of the following:

  1. View: You can only View Expense Transactions on behalf of the Traveler/Employee. 
  2. Edit: You Can View and Edit Expense Transactions on behalf of the Traveler/Employee, but Cannot submit them for Approval. You would select this option, if you want the Authorized Expense User to Create the Expenses Transactions, but you want the Traveler themselves to login to Review and Submit the Transaction for Approval. 
  3. Edit and Submit: You can View, Edit and Submit Transactions on behalf of the Traveler/Employer. 

An Authorized Expense User would use the same QRG’s that are written for the Traveler. Look in the FIN - Travel & Expenses Reference Center section for the appropriate Traveler QRG’s.

Per your institution's local business practices, you may be instructed to Create and Edit the Expense Transaction, but not submit it for approval. In this Scenario, once the Transaction is complete, you would select Save or Save for Later (depending on the page you are on), and then send a message to the Traveler to Review the Transaction for accuracy. The Traveler will then Submit it for approval if they agree to the accuracy. 

The Traveler will be able to Look up, Review and Submit the Transaction from the applicable Create/Modify navigation path for the particular Transaction. The QRG’s for these navigation paths are in the Traveler areas of the FIN - Travel & Expenses section of the Reference Center and begin with ‘Creating’.
